90% of the times the totem doesn't appear because it spawns in the he slanted terrain. Another untested quest. Be patient and keep on clicking. Binding an interaction key myght make things easier.

So in order to make this work, I had to
1. Accept the quest from the cache
2. Fly far away and come back
3. Accept the quest from Roska
4. Fly far away and come back.
5. Accept the dialog to start the quest.
Only then did the whole interface appear

oh and only when there was no one else trying at the same time.
REALLY BLIZ, DID YOU TEST THIS BUGGY MESS BEFORE PUTTING IT OUT?

This quest didn't work for me if other people were also excavating. Got it to work eventually when no one else was nearby. Your only real option on busy servers is to try at quiet times, like early hours of the morning. Hopefully Blizzard fix this soon - virtually all of the excavating quests have been super buggy.

For me, the bar to balance the elements didn't appear, so all I had to do was just immediately start digging and just wait until quest completed, zero effort required.

How I made this quest work for me:

After accepting the quest from the barrel, I talked to Roska and clicked the "quest-line-sentence" she offers in her dialogue box..
That should make 3 swirlies spawn.
Now place your totem in a spot that you can reach and keep interacting with the barrel - a swirlie - your totem in any order the game lets you and shows any kind of result.
No need for the special bar. If you do the above, the progress bar should fill up in no time. The whole thing took me less than a minute after figuring this nonsense quest out.

When asking about the find, you get told: "This cache must have been stored in a cellar somewhere (for) thousands of years, only coming to the surface when the bridge collapsed." Missing word aside, this line makes no sense, as it's implying that somehow it went from cellar a cellar to in the middle of a collapsed bridge jutting out of the water. I mean... how?
