I tried this out because I found Chaos Blades quite boring to play with. Plus, with Fel Rushing all over the place I found myself out of melee range enough to not make the most of Chaos Blades. After my experience with Fel Barrage, I won't be returning any time soon.

I had some questions before trying this talent out, and here are the answers (just from my own observations) in case anyone else has similar questions.

Spell Mechanics

Fel Barrage levitates you slightly off the ground while you channel the ability at the current target (no actual levitation effect, purely visual)
You will aggro the target when you first click the spell, NOT when the first bolt hits
Casting the spell places a debuff on the target until the last bolt hits
The range for harming additional enemies appears to be around 5-8yds from the initial target
If the target you are channeling to dies before all the bolts are fired, it appears that the spell will stop, but all charges will be consumed. This may need to be double checked
The animation of the bolts impacting the ground make them look like they are missing the target (but they're not)
The channeling lasts 0.5 seconds, making stuns and interrupts less of an issue
The duration of the channeling always remains 0.5 seconds, regardless of whether you have 1 or 5 charges upon casting
I was able to interrupt with Consume Magic mid-channeling and it appeared to continue the Barrage. This may need to be double checked

Charges

One charge recharges every 30 seconds. Dealing damage may also recharge a charge. Doing so does not refresh the 30 second timer for another charge, this will continue from where it was
Every damaging ability can recharge a charge, be it auto attacks, physical abilities, and even magical abilities like Eye Beam
So far it also seems that it has a chance to generate a charge per each damaging hit onto any enemy, but has never generated more than one charge per ability use. AoE attacks on multiple enemies generates charges significantly faster than against single enemies
In combat, was able to generate 5 charges in about 20-30 seconds on a single target. Groups of 2-4 enemies took slightly less, and groups of 6+ could recharge 5 stacks in under 10 seconds
When considering abilities in terms of how much damage they can deal with one single use, this becomes our third highest-damage ability with 2 charges. At 3 charges it overtakes Eye Beam. At 5 charges it is slightly behind Fury of the Illidari, but can be cast more frequently

Wowhead isn't showing a recent, important hotfix to this, so I'll quote it here. From September 16:

Fel Barrage proc rate changed to be consistent, regardless of target count.
Developers’ Notes: Havoc burst AoE damage has proved to be too strong, and Fel Barrage was the most prominent source of that. It should shine in multi-target situations because it does AoE damage; it doesn't need to also proc more often in those situations.

Before this hotfix, any damage dealt event had a 10% chance to generate a charge, though only 1 charge could be generated per skill use. Therefore, abilities hitting multiple targets had a much greater chance to generate a charge. By scaling directly with number of targets hit and number of hits dealt, Eye Beam (especially with Blind Fury talent), Fury of the Illidari, and Blade Dance were virtually guaranteed to generate a charge when hitting 3+ enemies. Even against a single target they had a much greater chance to generate a charge than other abilities due to hitting many times.

Now, based off my own testing, I found that I can generate more than 1 charge per skill use if I'm very lucky. It also seems that the proc rate has been normalized, like the hotfix implied. It felt like Chaos Strike and Felblade were proccing a charge slightly more often than before, maybe. Throw Glaive (vs 1 target) was definitely proccing a charge much more often than before. Strangely, Blade Dance's final hit was proccing a charge almost every time. As an aside, that's a neat buff to the First Blood talent, but that talent still needs a major buff to compete with Felblade.

As the hotfix stated, I did not notice any increase in proc chance when hitting multiple targets, which basically confirms the proc chance is normalized per ability use now. This means Fel Barrage should be slightly better for single-target than before and is heavily nerfed against 2+ targets from before.
