He might be the Mogu depicted in the prophecy panel we find in the end of the Crypt of the Forgotten Kings scenario, since we can see a Mogu shrouded by clouds holding two spheres, a cloud serpent and a pandaren building.
Except that I don't see this one with two spheres. Maybe it's the casting magic?
Edit: Also found the prophecy panel on the Tomb of Conquerors.

Tried to bring him down in a raid group while farming black prince reputation last night. stopped at 1hp but when he got there all of us were given the buff Rage of the Shan'ze 50% increased damage in townlong for 30 minutes. Don't know if this was a huge coincidence or a reaction for "killing" him

I expect him and Wei Feng *the dragon next to him) will be part of the quest chain with black prince that hasn't been released as of yet. Hence you can't kill either of them yet.

Just a theory, but think about all the Mogu lore we've been seeing throughout the game. Remember how there was always talk about the "Thunder King", Lei Shen? Perhaps this Shan Bu is the one who will, in a future patch, prove to be the Mogu who aspires to reconquer the continent for the Mogu, and be christened as the New Thunder King.

As of the PTR there is a scenario option entitled "The fall of Shan Bu" more than likely correlating to this man's death.

I see, so Shen Bu in Townlong Steppes was a precursor to the Isle of Thunder. He is seen casting lightning spells on a very large cloud serpent. This must have been Nalak before his final transformation as a demigod of thunder.

Soloed him down to 7% (about 7-8 minutes of fighting maybe). Shan Bu then yelled

"Enough! You have wasted too much of my time already. I will not be distracted by such insignificant creatures. My work will continue... elsewhere."

After he left, I received the "Rage of the Shan'ze" buff increasing damage by 50% for 30 mins in Townlong Steppes.

So you can get this without getting him down to 1 hp. Although you still can't fight the serpent :(.

I solo'd him on my hunter with turtle pet. After about 15-20 minutes, when he was around 8%, he quoted "Enough! You have wasted too much of my time already. I will not be distracted by such insignificant creatures. My work will continue... elsewhere." and disappeared.

No loot :/

I tried to kill him, around 50-60% he went and healed himself to full.

His gravestone or "sin stone" as the locals call it can be found in Revendreth, specifically at the Redelav Distric, coords 55, 36.

On it the following is written:

"Shan Bu was a rallying ember upon what was once believed a dying fire. His loyalty was unquestionable.

So too was his might. Shan Bu commanded forces against swarms of mantid and countless mortals who fought to prevent the rise of his king.

Thousands of lives were crushed with no regrent, only conviction.

The glowing ember of wrath in his heart must be crushed with similar conviction. Only then may redemption find him."
