I have found this NPC in The Valley of the Four Winds, on a north-western bluff called Skyrange. She seems to ask for Lovely Apples and Eternal Blossoms in exchange for reputation with her.

If you have 5 Eternal Blossom Fish in your bags you can turn them in for some rep with her.

I located her at 29.4, 30.7 near the northern border of the zone and roughly due south of Mistfall Village in Vale of Eternal Blossoms.

How do you reach the bluff (skyrange), and this npc, without a flying mount..and at a lower level (less than 90)?

Sho
Sho is located at either (29.6, 30.6) crouched above the hozen, or at Halfhill.

When you are level 90, if you have Eternal Blossom Fish x5 in your pack she will offer you a daily to turn those in to her for rep.
One Eternal Blossom Fish is made with Jade Lungfish x1 and Striped Melon x5
When you are level 90, her favourite gift is Lovely Apple along with Jogu the Drunk

Best Friends with Sho
When she is your Best Friend, an orange tree will appear on the farm.
She will also post you a Red Cricket, acompanion pet.

As a farmhand she'll come and lurk on top on the bale of hay near the watering can.
If she's at the market she will not come to your farm and you must wait for a day when she is at "home" ontop of the hozen ridge where so many dailies are completed.

Tied up with the new Pandaren cooking, and the Tiller's reputation are some individual "reputations" associated with ten npcs which are located around Halfhill and the Heartland in Valley of the Four Winds. All the information you could possibly want on farming and the associated reputations can be found in Perculia's guide. Note that there is more information if you scroll up.

Once you and Sho are best friends she'll plant an orange tree at your farm that represents your friendship...

She will also send you a Chirping Package, which contains a companion pet (Red Cricket), and a letter.

note: quest to "feed em" only shows if you have the cooked food already prepared (5 of each).
"Gift quest" only shows if you have one of the gifts in your bags (apple, marsh lily etc), you can turn the gift in to all but reputation gain is bigger if it is the correct tiller who gets it.

I didnt test if quests shows if you have the food or gift in the bank, but pretty pointless if it does,

What happens if you don't have an open soil slot on your farm when you hit best friend with her? I didn't and there is no orange tree appearing after I clear them.

Not to be confused with Sho the Wise or Rude Sho.

Perhaps Tiller Sho should be known as Polite Sho or Sho the Foolish? Just so I can keep track...

I've read in a couple different places (including here) that if she's on your farm after you're best friends that you will see pests greatly reduced when you till and plant crops. I for one do not think this is true as I'm still getting my usual 4-6 per day, a mix of birds and vermin. Can anyone else confirm or deny this is supposed to happen? I'm just going to tell her to go back to her hill because she's not doing her job if it is true.

If you for some reason don't want to do any of the daily food quests to get rep with everyone and want to hit Exalted (Best Friend) with everyone right now, you can gather lots and lots of gifts (looted from Dark Soil ).
I couldn't find anywhere exactly how many gifts you need, so I rounded up a lot of each gift and started giving.
Each character have their special gift, which gives you more rep for them. For example:
Farmer Fung's special gift is Marsh Lily. To get from 0/Stranger to Best Friend (Exalted) with Farmer Fung you'll need approximately 43 Marsh Lily. (Non-human with the guild perk Mr. Popularity)

If you're here to look for a macro for quest turnins to gain reputation with this faction, use the following after targeting the NPC:

Note:
If you have different items, and you want (for example) to turn in the third quest on the list, make the "1" a "3".

None of the "Tillers" NPCs will interact with your crops or vermin. The NPCs are mostly just for show after they have updated your farm when you first became best friends with them.

I was wondering if having her on my farm would decrease the amount of "pests" with my crops. If she does she would be good to have if your are doing crops. However, if not than another friend would be more useful on your farm. Rather she does or does not seems kind of mixed answers on here. So I thought I would get some data and share what I found.

I have 4 level 90 toons that have a full farm (exalted with The Tillers). At the time of this 'test' each had the mailbox, cat and dog on the farm as well. The Druid and Hunter had become best friends with everyone, but the Death Knight and Warrior had not. Each had finished the quest to take ownership of the farm as well.

This is my findings of 7 days with Sho on my farms and 7 days without. I skipped any days she was in town because it is unclear rather that is a true not there or not.

Pick: pests following picking the daily crops
Plant: pests after planting the daily crops
Crops: seeds used were random from veggies to special seeds.
Numbers include both rodents and hawks as pests.

Based on these numbers it really doesn't make a difference. So it may be better to have Gina Mudclaw on your farm instead.

She could make a difference if just comparing rodents and not rodents and hawks, as I am not sure if hawks are truely considered a pests with her. She did have a few quests where she had you kill hawks so figured they did.

Hope this helps anyone who was wondering if it was worth giving up a repair and merchant for the possibility of decreased pests on your farm.

If you ever find yourself looking for Sho, she is not at the market or the location of where he home is suppost to be located and you have not seefor a day or 2. she can be found up in the mountians where the hozens are. But make sure you have a gift so you can find her very close to the hozen camp.
If you can't find her around the hozen camp here is another way to find how close she is by typing /tag Sho
if you have a gift you should see her blue question mark appear if your in the hozen camp area.
