Per my search on wowhead Mastery of Timeways is gotten when you've spent enough (four all on one character) to force the buff to change to a bigger and more persistent one. Specifically this one lasts 2 hrs, and the Mastery version lasts 3 hrs (as of my typing).

Because these are single stacking to Unique(5) - send them onwards from any character which isn't using it, ASAP.
send 4 of them to the same alt
make sure to USE the item on that alt to gain the lesser buff x4, 5% each (20%) will become 30% instead.

...and hence transform into the heavier buff which counts for the meta.

It says requires level 10 but the only way to get the buff from what i understand is getting it from TW on the char you play from a minimum level of 35. Im very confused here, did they forget to add it or was it another bait and switch?
