How do you find out if you completed all the quests for a zone

That is incorrect. You can do dailies once you reach the required level and find the questgivers. You may need to do some pre-quests in certain cases, but that is all.
As for finding out if you have done all the quests, the achievements is a good place to start. Outlands and Northrend zones all have achievement for doing a certain amount of quests. That number is usually only a few quests short of everything in the zone. I think I got my Howling Fjord achievement with 3 spares to go, or something like that.
If you have Cartographer, you can get the addition called QuestInfo. It will allow you to see little white exclamation marks on the map where a quest is. Then it's just a matter of travelling to all the !s and find out if you have done them or not. This works best with a flying mount, so you can just fly in a direct line. Remember to turn on Lowlevel Quest tracking if needed. It will not tell you if you have already done the quest at that location or if you need to do a pre-quest to open up that one. But it's SOME help and it made me get the last missing ones for my achievement...
