Account Sharing/Third-Party Character Advancement ("Power Leveling")
Only two people are EVER allowed to access the account (from the moment the account is created to the end of time). Who are those two people? The first is the person who set up the account in their own name (you aren't allowed to set up an account in any name other than your own legal name). The second is one (1) of the children or trustees (under age 18) of the first person. Not siblings, not parents, not spouses,
not friends,
not strangers.

To answer your question, one account cannot be accessed by two people simultaneously.

To answer your question, one account can be accessed by two people simultaneously.
Wrong, that quote means that 2 people can use the account ONLY if the primary is the parent of the second person using it. You still cannot be online with 2 toons at the same time from the same account. One at a time, and account sharing is in fact against the TOS.

what would this mean if 2 brothers were sharing account with their parents name paying for the account?

Two brothers can't share an account. The account holder can only share their account with ONE minor child whom they are the parent or legal guardian of.

It's not so much care or not care, it's more that they put it there so that they aren't held viable or whatnot if people steal your items that you gave your account access to. It tends to happen a lot, someone gives their friend their info and then someday you get into an argument and aren't friends anymore and they log in your account and steal everything. Blizzard's general response is it's not their problem because you weren't supposed to share accounts in the first place.
