The rule of thumb is that an addon is always legal if it uses the API (all the methods/functions/whatnot basically) provided. That means, if you have an addon which consists only of a .toc file, a .lua file and an .xml file it's legal. However there is one exception; cross faction communication.
Cross faction communication is possible within the WoW API but is strictly forbidden.
Note that normal terms of use still applies.

Not only would that get you kicked off the server for spamming, it is also against the TOS, as eevee said, to circumvent the scrambling by any means at all.

There used to be an addon that allowed cross-faction communication called babelfish but it is considered a violation of the TOS. To communicate, both you and the person/persons you wished to talk to/with had to have the addon installed and enabled. It did spread and become popular on several servers but is now basically abandoned (due to it being a "disallowed addon").

I run multiple accounts personally. But you can try spaceing out your words. I usually just go to the guilds website and find their vent info and or crossfire.

You can not make a mod that do this anymore anyway.
1) There is no API that get something from a language and translate it to something you can understand
2) SendChatMessage doesnt allow you to speak a language you can not normally speak.
So the only way to do this would be to create an addon that would make a chatbox and everybody you would speak with would need it
Or someone would have to "crack" the algorithm behind language Blizzard use to "mumble" what the opposite faction say.

^^^ This can be done, and from what seems to be an outside 3rd party program.
An alliance character on my server was able to communicate with me, i could read clearly what he was /s aying.
Due to the fact that he could type something out that I could read, it's clear to me that the algorithm isn't some random letter replacement, but a structured table that can be cracked if 2 people on opposing factions had enough time, and had an outside means of communication for purposes of collaboration.
