Considering the fact that they cost badges, I think it's a brilliant idea. A character uses it for example until 80 when he finds a better item in a 5man and passes it to an alt.
It will certainly speed the leveling process! And to think how many runs I did to get the 2h mace from SM for my Pally.

I think it's a great idea.

But I do have some questions...
How does enchanting them work?
Can I send it to my characters in another server and another faction (Alliance to Horde)?
How do I send the item? Does it cost anything to send it?
What is the airspeed velocity of a watermelon carrying albino peac×”ck?
What is your favorite color?
where is lizard help?

Interesting concept. I'm not sure how it would pan out on Live, but it does fit with Blizzard's current general design theory of, "Make leveling as speedy as possible so people can see the new stuff."
As long as it retains a minimum level requirement I'd be all for it. Although I wonder how long it would be until "hand-me-down" epics got the same stigma as
"welfare"

You guys have discovered our Heirloom items. These (as you know) are Bound to account, which means you can mail them to any character on the same realm. They also scale with level. So you can mail these to a level one character and it will have appropriate stats (although slightly uber) for about 10 levels and then the item scales in power again, all the way up to how you're seeing it now.
We're also going to add some Bind on Account non-scaling items for higher level alts. in the future.
So, same faction, same realm.
I'm still curious to see if enchants turn these items Soulbound. My guess is
no
simply because of the philosophy behind these Heirloom items.
The bit about scaling seems a little wonky to me. At level 1-9, the item has the same stats, but then at level 10, it readjusts to an appropriate budget? Does it keep adjusting each level after that jump or does it continue to change every ten levels? O, the mysteries.
And the little tid-bit about non-scaling items for high level alts? Icing on the cake.

Remember blizz has already said that raid tokens are not going to be the only way to get them either.
They simply have not added other ways.

Heirlooms do not cross any boundaries except those that you would expect them to. Plate items become mail pre-40, pail items become leather pre-40. A cloth Heirloom is still a cloth item. Currently the only Heirloom types available are weapons, shoulders, and trinkets, in time we will expand on this.
As far as how they are attained, your point is definitely something that we are aware of and after the system has had more time to solidify itself in game we will consider expanding the number of ways that they can be attained.

think bad idea
1. more twink stuff...
2.blue stuff that drop in instance then less interesting= less grp for lower level instance(most go for weapon, and give a damn about armor mostly)
3. new player will kinda unfair
think good idea
1. level faster 10%(shoulders)....why hell not implanted this instead?<.<
2. easy gear if you got to many badges...
overall = not that great idea....

great now the twinks in the BGs are going to be more insane then what they are -.-
I dont think the weps will be so great for twinks. The BoA items get upgraded every 10 lvl. So if you have a lvl 29 twink, the items will be like a blue for lvl 20.
you shure it gets upgraded every 10 lvls ? i think it gets upgraded every 1 lvl :P
