Which race is better for either faction for pve and perhaps a little pvp for mage?

The only race that I'd say doesn't bring much to being a mage is Blood Elf (other than they can look pretty wicked). As far as racial skills, Undead, Troll, Human, Gnome, and Draenei have beneficial racials for mages. Undead and Gnome skew towards the pvp side.

mana tap kinda sucks. its not worth the global cooldown imo
for pve, the best race for an arcane mage i would have to say is either gnome or draenei. if you're gonna be fire and alliance, go with either human or draenei.
if you're looking for horde side, go with either troll or UD. troll has berserking which when combined with icy veins or AP is a very good combo. UD has wotf which is very useful for breaking out of fears (such as archimonde).

humans have nothing that benefit arc spec
draenei gives you +1% hit to spells, meaning you only need 5% hit to reach arcane cap and 12% hit to reach fire cap
mages give you +5% total intellect, which is the main stat that an arcane mage stacks (i've heard of arc mages hitting past 14k+ total mana when fully raid buffed and flasked, mine personally is 13.5k)

but as an arcane mage, stacking int is a lot better than stacking spirit, as int gives you spell damage, spell crit, starting mana, and mana returned from evocation. so yes, i'd still rather roll gnome/draenei over human as an arcane mage. and i didn't spec for arcane meditation either so i would only have +30% mana regen with mage armor. i use molten armor 99% of the time anyway.
so unless you're a mana regen spirit stacked mage, gnomes/draenei > humans.

I'm not saying spirit is better then int, I was replying to your statement that humans have no beneficial racials for an arcane mage.
Seriously, if you're a 40 in arcane and NOT spamming frostbolt, picking up arcane med and running with mage armor would be a huge boost to your DPS.
heh i guess so yea if you were spirit/int balanced, but imo i really dont think spamming AB is the best way to dps as an arcane mage. with 3 debuffs up it simply does way too little DPM, although i gotta admit its the highest DPS a mage can do. but its almost always better to use fire/frost spells to burn the AB debuff away. the only thing that i EVER AB spam is when i have AP up, when i have to kill something big, fast, or when the a boss is under 10% health and i have over 60% mana. other than that it's a pretty big waste of mana and loss of overall dmg done if you're constantly spamming AB, even with mage armor + arcane meditation.
my playstyle as an arcane mage is to use evocation, pots and mana gems to keep my mana up. having a spirit priest/resto shaman sure helps but i can usually hold my ground without one due to the high DPM spells that an arcane mage has when played properly.

It's been shown and proven time and time again that using frost/fire spells to burn the debuff away is subpar DPS. It might be better for the DPM, but the DPS it does is not very good. You might as well go deep fire.
Spamming AB is the highest DPS. But only IF you can sustain it. That's the challenge of playing Arcane. :)

indeed it IS the highest DPS. but spamming AB with AP up will literally drain most of your mana bar in 15-20 seconds. I never doubted AB (with 3 debuffs) as the highest DPS spell. in the same sense, AB with 0 debuffs is the highest DPM spell for arcane mages. so if its a 10-15min long fight you will want to rotate fire/frost spells into the rotation so you have adequate mana every 3 mins for AP.
unless you need to kill something big and fast, it is better to use high DPM spells over high DPS. being able to squeeze out as much DPM as possible and still ending up with 0% mana at the end of a fight is the key to maximizing DPS as an arcane mage.

Is it good to use Arcane missiles when you get a clearcast?
Mostly, in the sense that you get one of the most expensive spell for free.
But, as in most cases, it depends. :)
