This is an exaggeration. I was only ganked a couple of times while leveling in Hillsbrad. I would die more often from accidentally pulling adds than being ganked. There is nothing wrong with hillsbrad and stv unless you cry if you get ganked 1 or 2 times an hour. Sometimes not at all if you are lucky. Maybe I just haven't experience the joy of being corpse camped yet, all the 70s that kill me always seem to have something better to do. I mostly just gank low levels because I happen to see them while I'm passing by, I assume this is what others are doing too.

Use wowhead/allkahazam, or prior knowledge, to find the most time effective group of quests in certain areas at certain levels. For example, the alliance quests at that mountain site in Wetlands have a few other quests on the same area at the same level. Just pick them all up and pound them out quick. If that area then runs dry or you level up, find similar quests in same areas in another nearby area- like Hillsbrad from Wetlands.
This is a good method on PvP servers as well. Duskwood has lots of nice quests at 20-30 for allies; but if horde start ganking or become thick, go to Redridge or wait a minute to rez and go to another end of the zone.
As for the comment on Hillsbrad/STV ganking, i found that Hillsbrad could become problematic, but it was usually in between and near the towns, as historically it is a great place to gank lowbies until the big boys respond and get some hi-level world Pvp going.
STV, on the other hand, is such an easy place for horde to get to via Grom Gul from major cities that it invites more ganking all around the zone. Then allies know the horde will be there, some often left hi level alts or went with there mains there to exact gank revenge. I never set foot in STV as an ally or horde when leveling solo, it was not worth the down time- just find an alternate zone to level. Especially before BC when both sides would go to ZG and just go gank a bit until their raid got going.
