First: aslandesign is right, the typical "we have tabard, we have bank tabs" is just... wow. Not only is it boring, but it's really stating the obvious. Is there anyone who is really looking to join a guild that doesn't have a tabard?
Do something interesting and different. If you've got a mage or two, announce that <Your Guild Here> is offering free ports to any capital city; if you've got a warlock and two other 70s, offer to port people around to get flight paths; host PvP nights where your guild sets up premades for BGs; hold trivia challenges in General and offer prizes to the first correct answer; or even do something just plain silly, like a cross-dressing dance party on the fountain in Stormwind.
Anything unusual that might catch someone's eye - as long as it isn't hurting anyone else - will get you publicity.
Additionally, put some work into the guild before you start recruiting. Have a guild website set up, goals agreed upon by your current members (like, "Are you a PvE or PvP guild? Casual or hardcore?"), and make certain your current guildies are active both in-game and on a guild forum of some sort (with their main's character name if possible).

And by the way, the idea for the pre-TBC raids might be very attracting to some people out there.
Not to mention lucrative. We funded our fourth and fifth bank tabs with a few runs through Strat and MC, selling the (now) rare DE mats and a few odd drops on the AH.
But yes, offering a look at pre-BC content - DM, MC, BRD, AQ - is a good hook for a lot of players who know about the old raids but weren't around to see them. Our guild has done all of the Blackrock instances, and we're currently working on Onyxia attunement on some of our off-nights.

-Organise events to give members a reason to stay in the guild, do Dungeon Runs, Boosts, PvP.
(Nothing is more boring than a guild where no one talks and no one does anything, people like to get involved.)
This is so important! You have to actively engage your guild members in chat and with events.
