the only thing i see is you have 2 shift modifyers in the same macro, that may be causing a syntax error and the game doesnt know what you want shift to do. in that macro you would hafto change shift mod on either the tooltip or ability cast for it to work.
try
#showtooltip Holy Shock; Holy Radiance
/cast Holy Shock; Holy Radiance
i understand it makes it difficult with 2 mods ...
have you tried the vuhdo add on? it makes everything much easier.
im not sure but you may be able to make one with a tooltip dependance like
/cast holy shock; holy radiance
that is probably not the correct coding but you get the idea. if i sat in game and worked it out i could come up with better (if it worked) but this was just to give you the idea.

#showtooltip
/use Holy Shock
/use Holy Radiance

As neffi showed you, it could be done like that.
I, personally, take a more compact approach by using the following
#Showtooltip
/use Holy Radiance;
What neffi showed will try to hurt whatever your mouse is over, whereas the one I have will cast on friend or foe alike, dependant on what your mouse is over.
Normally, I just use /cast instead of /use, but I hope you can use this for reference in making more macros!
Also, if you want your macros to specifically hurt or heal, you can put in a "help" or "harm" modifier as well, in the middle of @mouseover and nodead, just as neffi used it, but exchanging the "harm" with "help" for healing.
Also, just a tip. Using in the showtooltip will make the tooltip show a question mark with no information whenever Alt or Ctrl is used, if you also have Shift in the #showtooltip, and likewise with Shift, if you have the Ctrl modifier in #showtooltip, so be sure to use the following instead.
#showtooltip Spellname;Spellname
And if you decide to do this, remember to use the ; character, as this literally means
Use the part before this if you pressed x, if not, then use the next part instead
