Parry: dodge ratio- am I missing something?

I've been gearing my dk (blood, in case thats somehow not obvious) off the "standard" stat build, hit/exp to cap > mastery >parry=dodge. My question is, with diminishing returns, shouldn't dodge be weighted more heavily than parry? At least on Mr Robot, parry is weighted more heavily. Do diminishing returns really punish dodge that heavily? Is str based parry not considered for diminishing returns? Or is there some other aspect I've missed entirely? As it is now, my parry is sitting slightly less than twice my dodge, I assume mainly from str gains.
EDIT: Never mind, I was looking at overall chance rather than amounts given by gear. I'm roughly equal as far as stats from gear goes, so am I to assume that only green text parry on gear-based, and not str-based, parry is effected by diminishing returns?

Also of note: the small loss in avoidance from DR is of less value than the parry-haste effect of more parry, so you are almost certainly better off stacking parry without regard for dodge or DR at all.
This is helped by Riposte working off parry *rating* rather than percentage, so it is not subject to DR. Effectively, a point in parry is worth a point of parry, .75 of a point of crit, and ~ .4 of a point of haste in terms of resource generation.
A point in dodge is worth dodge and crit, no haste, so not nearly as valuable to stack.
