Without knowing much about your computer (or how computer savy you are), what your latency is, frame rate, etc. it is hard to give you solid advice. And as a long time gamer, .5 sec is not noticable so I am going to call shenanigans and say it is probably a bit longer than that. =)
Easiest guess from what you are describing is latency issue. Check out this addon

Note that the "Attack" skill (icon of your current weapon) does not mean you immediately attack, it just toggles the
Auto Attack
, your character will attack as often as the weapon allows, as indicated by its "Speed" stat (seconds between weapon swings)
Most other abilities will hit immediately, or after a certain cast time.

Actualy most other abilities have that delay aswell, there have been many times where i have been on my warlock or hunter doing lower level dungeons raids ect, using multishot or somethng to pull the mobs, only to find my pet kills them before multishot get to tick and i cant loot, considering it looks like an instant shot its damage isnt.

Some can cause the lag, I know what you mean because I had it for a short time, but I wasn't playing much at the time, and when I returned I used curse client to update everything and it fixed itself so I wasn't able to pinpoint the problem.
Disable each one in turn, and try that.

I sometimes notice that when I want to hit a lowlevel mob with a melee ability for some proc, but while the ability goes off, triggers a CD and consumes energy/mana, an autoattack oneshots the mob, robbing the ability of the hit. But those are issues on the microsecond level, not on the scale of half a second, which is a relative eternity.
It's also on the server side, unlike actual lag, which stems from the delay of communication between player/computer and server.
So yeah, it could be mere lag if the OP meant other abilities as well, but as they didn't mention specific abilities and are new, I'm still suspecting it's just the Autoattack ability.
