I've been playing a feral druid for a while now. I'm lvl 38 atm.
People have been saying that balance is better.
Also i have moonkin form now, what abilities should I have for him? ( The ability bar in moonkin form is completely empty)

There are lots of websites that provide information on what you should be doing as a class, such as Icy-Veins. Id suggest looking there, and looking at the class as it does explain what the mechanics are.

At 38 you don't have that many spells yet, and about a third of those will say "Requires Cat/Bear Form" anyway. Take a look at their tooltips in the spellbook to decide which ones to put on your main bar and in which order, and then just play with that. This will probably teach you more about playing Moonkin than reading some wall of text that is probably aimed at maximum level play.
Also note that you can enable additional bars in the Interface options.

At level 38 there is no such thing as better. Classes and specs arent balanced around low level. Use whatever lets you aquire exp points. Any spec you got gear for will work.
Thank you. :) How about feral abilities? I'm trying both.
As moonkin, lvl 40, i fought against 38 level priest and got beat up. I didn't even scratch him, I only did a half dmg, he healed with flash heal instantly..

Don't worry about anything like that at anything but max level. People who have a character already at max level can get special leveling gear that makes their levelling character very over powered.
