My lvl90 Warlock has an itemlevel of 484. I'm carrying this staff:
Engraved Staff
Today I looted this one:
Venomlord's Totemic Wand
The new one has an item level of 502 vs 429 of the old one. When I equip the new one my item level is dropping to 458. How come?

The Wand is a one-hand item, you can equip an
offhand item
along with it.
A (short) list of offhand items from Throne of Thunder LFR
That offhand slot currently counts as "itemlevel 0", so yes, your itemlevel drops, but even alone, the wand is much, much better than the staff.

Although some people would call you a noob, because srysly ilvl is more important that an actual upgrade or having the best items possible equipped.
/sarcasm circuits now offline.

Well, equipping an offhand item, any offhand, would raise your iLvl again, for that matter.
See here
for a list of more or less easy to get green/bluee offhands in Pandaria.

I cannot tell you how many times my son the WoW expert has hollered at me for the same thing. It's hard for me to remember my offhand stats and to be able to compile both weapons and calculate everything. And if anyone wants to call me a noob that's fine....I've been playing just short of a year and doing as well as I want to! (Another Level 90 Warlock)

Awesome that you are having fun :)
As in life as long as your lack of knowledge doesn't affect others then fine, however if you intend on doing anything that involves others, Dungeons, Raids etc, you should learn your class and gearing.

But on a much more helpful note than merely bellowing "Learn to play noob", when you are considering an upgrade, you can compare items in the database to see if you are actually better off.
For example, when you visit the page for
Venomlord's Totemic Wand
you will see a 'compare' button slightly right of centre. On the next page use the 'Item' button to add other equipment to compare to the wand.
When comparing a staff to a dagger/offhand or wand/offhand combination, add the stats of interest together.
Here
you can see how the Wand with a Offhand compare to two staves.
Play around with it to your heart's delight.
