The other day an idea sparked into my mind. If Blizzards main focus is to have people out and about in their World of Warcraft environment. Exploring, questing, looting and just generally having a good time. Then I suggest this change to the game.
Introducing: WORLD QUESTS
Players can visit the Caverns of Time and pick up perhaps (1-25) quests each day.
The player can then go through a portal which takes them to a level 90 instanced version of Kalimdor and the Eastern Kingdoms to complete these quests.
Separate from daily quests. World Quests are random pre-existing quest chains that are already in the game. However, only reward gold and reputation. Upon completing the final quest of each chain, the player should be rewarded a Golden Chest, which has even more money, a token that increases their reputation with their (Star Marked Faction) and a possible (only a chance of getting) random EPIC item of equivalent standard to flex or normal raid items at the current level of the game.
Also, some quest chains may have elite mobs or harder to kill creatures. Therefore, this would spark a need for group World Questing.
Perhaps Silver Dragon or (rare) mobs could still exist in the world. But be much more difficult to kill, perhaps scale their health and damage differently to normal mobs. Making them more like rare elites.
World Quests could promote level 90 world PvP. Perhaps also while in the instanced level 90 zones, there could be a worldwide buff increasing honor for player kills by 50 points.
The main idea for this is to reopen the environment to players and give people something to do apart from daily quests and monotonous grinding, add more flavor to the game. Also could be something fun to do while waiting for LFR queues.

How exactly is going to a quest hub then joining an instanced zone going out into the world?
It's instanced, so basically you are going to X zone to do Z quest, along with whoever else chooses that quest.
It's just another daily hub.

#1 - Northrend, Outland and Pandaria are all instanced.
#2 - To make it a scaled up level 90 version.

You must mean phased. The zones are not instanced. Either way, Outland is not phased at all, and Kalimdor and Eastern Kingdoms each have more zones than Northrend and Pandaria combined.
This would represent a huge amount of work for practically zero payback.
They want people out in the world to interact with lower level players, to help them see that yes, people do play WoW, servers do have active populations, and yes, this is an MMO. Sending people out to do world quests in level 90 versions of Ashenvale would do absolutely squat to further the goals attached to getting people out into the game world and out of cities.

Besides, there are scenarios, they are the equivalent of group/Elite quests.

That was my first thought, nothing more than massive scenarios.
