Is there a resource anywhere the tells how much runic power each of our abilities generate, or is it standardized (abilities that cost one rune = 10rp, two runes 15rp?). Or does anyone know simply from experience?

Each rune used generates 10 runic power, 2 runes = 20 RP.
increases that by 20%.

To add to the above. Cost free abilities that proc from certain mechanics (Rime, Glyph of Dark Succor) will still provide the runic power as if you spend runes.
Horn of Winter
doesnt spend any runes yet will generate 10 runic power multiplied by any bonuses.
Also there is an interesting bug in
Conversion
, which states that only base RP generation may occur, while its entirely not true - abilities such as racial Arcane torrent, Horn of Winter and Anti magic shell will still provide runic power.

Last I checked, free abilities like
Rime
don't
generate any runic power. They did in cata, but IIRC they changed it in MOP. I suggest testing it in game to make sure (I'm on vacation, or I would check myself).
As for
Conversion
, the only runic power generation mechanic it disables is
, but the wording is indeed confusing.

That's correct for both Frost's Rime and Blood's Crimson Scourge.
