It appears from the chain of correspondence that there is something that you are doing that they consider abusing the economy. The first two times, they probably reversed the ban giving you the benefit of the doubt that it might have been accidental, or a one time incident rather than a pattern, but if you keep getting banned for the same thing, that most likely stays on your account, and after three times in three months, they are probably done giving you the benefit of the doubt. Based on the last e-mail, with the way it is worded- " the account action will not be removed under any circumstances"- I don't think you're likely to get it back.

Blizzard has given you the answer that you are looking for in the third message that they sent you. You need to take the time to read the EULA that they linked and consider what actions you took that violated the EULA. Blizzard has stated that they have reviewed your account, which means that they did not come to this decision haphazardly and they did all the due diligence to make sure their action was warranted.
I wish you success in your future gaming endevours and to that end I encourage you to thoroughly read and understand the ToS and EULA for any game that you choose to play.

If you read the EULA it specifically states:
6.Account Suspension/Deletion.
BLIZZARD MAY SUSPEND, TERMINATE, MODIFY, OR DELETE ANY BNET ACCOUNT OR WORLD OF WARCRAFT ACCOUNT AT ANY TIME FOR ANY REASON OR FOR NO REASON, WITH OR WITHOUT NOTICE TO YOU. For purposes of explanation and not limitation, most account suspensions, terminations and/or deletions are the result of violations of this Terms of Use or the EULA.

Perhaps you're right, bro. It should be my responsibility to read the ToS and EULA before entering Wow. Now I know that being a Blizzard customer is all about distrust and betrayal. Hope you all take a lesson!
From what you have told us in your post already, tt seems that Blizzard had suspended your account twice in the past and gave you the benefit of the doubt for you to correct your actions and continue to maintain your account. There is a Penalty Volcano in which:
Any time a player is found in violation of our policies, we examine the severity of the infraction and how often this player has violated our policies in the past. Based on these factors, the penalty may be moved up the Penalty Volcano, up to permanent license closure.

I was infuriated after seeing this. I couldn't imagine why Blizzard has so many issues with its own rules, and why as a paying customer we must face all these unexpected risks without the knowledge of why we are asked to do such and such in order to protect ourselves, even if Blizzard sometimes does go wrong. Now I can't get on Wow at all and I barely know what to do next. As I stressed many times that I have never been involved in such activity, they still keep insisting on their decision. I'm an Asian recently studying in US, but now I'm back home for summer vacation. For the previous months I have been on a non-US I.P. for my Wow playing. I know this is a risk.
I'm very anxious to get my account back and go on with what I have been playing for, because I have spent hundreds of dollars on this game, I can't think of all these gone in vain. Could someone please give me a piece of advice on this situation? I'll be much appreciated!

I super appreciate your patience here - I really can't go into too much detail here, but suffice to say that I have confirmation from the support staff that after a final review, we were indeed able to go ahead and overturn the account action. I'm going to be personally following up with you via email - if you do have other questions or concerns, please respond to the ticket that is being sent from the support staff, or you can repost here (of course!). I'll be sure to keep my eyes on the thread in the meantime.

Hey Pastrice, my pleasure! That's part of the reason Blizzard has folks like me out in the third party sites - is that we understand that we do make mistakes from time to time. What's more - it is situations like this that help us refine our administration procedures to try and prevent these kinds of things.

I noticed you seemed to be able to help the above poster with lifting of an un-warrented ban and was wondering if you could help my husband and I, his account was banned yesterday for illegal activity he was never part of, he can prove he wasn't yet were only getting generic reply's, he's been a paying member for over eight years now and any help getting this sorted would be greatly appreciated.
