There's an option in the game menu under

Controls that allows you to disable incoming guild invites.

That's kinda like using a flamethrower for killing weeds. Sure, it gets rid of the weeds; but it also gets rid of the grass, the flowers, and pretty much everything else in the area.
In other words, I want to block guild invites based on a criteria - so only guild invites that are desired make it through. And for the most part, I've accomplished that; but it still plays that god awful fanfare.

Ok, I see what you're saying now.
One way to eliminate the sound would be to replace the sound file associated with that event with a blank sound file. I can't remember if that same sound is used for anything else in the game, but if it is you would not hear it for those events either.
Another thing to try might be shutting off the game sound effects when a ginvite is blocked, then turning them back on immediately. Try using something like:
SetCVar("Sound_EnableSFX","0") --Immediately when the event is registered
SetCVar("Sound_EnableSFX","1") --Immediately after declining the invite
Alright, now we're getting somewhere :)
I believe the sound file itself is one of the two level up sounds - if my ears can be trusted. Of course either option has it's downside - either a slightly cumbersome install, with the "blank" sound effect, or a hiccup in the SFX output.
I suppose I could just give the option, with some instructions on where to find/move the blank file - but first I need to test to see if muting the sound will actually have the desired effect.
After all, if the sound is fired before the event does - some of it might still "leak" through. At any rate - other than grumbling about why they couldn't simply add a PlaySound event to the display of the GuildInvite frame, like they do when it hides, I suppose I don't have very many other options.
I'll have to play around with it a little later - thanks for the help!

Of course - permanently changing game settings on someone isn't exactly a very good practice :p
