Maybe you need a new server. Looking at Quel'Dorei, it's rather low population. Low population = No one interested in starting over.
Also, ranting doesn't solve anything. Learn to over come obstacles instead of crying over them.

Here's how you start a guild. First join one. Get to know people on your server. Make some friends and acquaintances. Once you get the feel for your server, find some niche that isn't being met, or is being met inadequately. See if you new friends and acquaintances want to join you in your intended new guild. Put some thought into your guild name. A badly chosen one will put people right off.
Then, when recruiting, ensure that your recruiting message does not contain any spelling errors, major grammatical errors or uses leet speak. Be brief and concise. Post to the realm forum. When you run dungeons or BGs, talk to people. Invite those who share your interests and who seem a good fit.
No one is going to want to join a new level 1 guild if you discredit yourself with a bad guild name, trolling in trade chat, bad behaviour in group content, or a barely readable guild recruiting message.

What about all the other level 1 guilds you say you see in the Guild Finder. Why not join one of them, and help out someone who's having the exact same problem you are? What's so special about it being 'your' guild?
Cheers.

I would try a mass invite addon to invite random people to join your guild. If they stay more power to them, if they leave after the invite more power to them. the addon only gives people the opportunity.

And he would quickly end up on the ignore list of his entire server. That is the worst advice ever, bar none.

lankybrit, i know its coming across as me arrogant about it being "my guild", but i love starting/being a guild/leader. The problem may be me having to much dang on pride lol, but i wouldnt be posting on here or whining about this topic 2 years ago
I can relate. Being guild leader while annoying at times and stressful always was very special. When I passed on the lead to my senior officer and took a back seat, it just felt .... wrong, and I eventually left so as to cause no problems or undermine his leadership.
All you can do is keep trying, stay positive, and be as social as you can be. As a good guild leader of a healthy guild you have to embody those qualities anyway, might as well put it to practice now. In the meantime all those dailies and quests you do will slowly level your guild and you won't be a level 1 guild trying to recruit anymore, you'll be level 2, or 3 etc.

If you're personable you can use one of those massive invite addons. (If you're not personable - fake it)
I *NEVER* just invite.. or whisper and invite. I carefully write my ad first, make sure it's nice and polite...and then I have the add on scan for those that are guildless.. i try to avoid level 1s. I've worked in customer service for years and I've gotten so many whispers back even if they didn't want to join my guild, that I was the most polite person that has ever asked them to join a guild. You are able to bring your guild to life.

You've been given a lot of good advice here.
Why
are you starting a guild from scratch
?
Do you have a
good idea of what kind of a leader you want to be
?
Do you have a good concept?
Do you have an idea of how to build the guild?
People who think they can run a guild are a dime a dozen.
People who actually can run a guild are as rare as hen's teeth.

As we have given you some options, and you choose to reject them, there's only one thing left to say.
Sorry to see you go.
Cheers.

Sometimes less is more in a guild, quality over quantity. I'm a co gm in a very small one, but that's ok, the few folks that are in it are great, and that's all we need.

Darling I don't spam people - my add on searches for people that are UNGUILDED and once I see those - I make a choice and maybe message five people or so every couple of days. Therefore - it's not spam.
