I'm going to guess that it's your CPU, the video card you have ranks slightly better than my NVIDIA 550ti, but your processor ranks at about half my Intel i7 2600.
That is, if it's strictly a hardware issue.

I've only ever used Intel processors, but I would recommend checking
this list
, then doing some checking on
NewEgg
or a similar site to see what's a good value for the performance.
Before you do anything hasty, try closing all programs and run WoW by itself. Then start Task Manager (assuming you're a Windows user), and check the CPU and Memory usage. This may give you an idea of what's going on.

I think your CPU might be the problem, but you can check the graphics settings, such as the resolution, multisampling, and vertical sync. Those can all be found in game by hitting Escape, then clicking the System button. One other question I have is, how much RAM do you have?
When I run WoW on my PC it only uses about 5-10% CPU. Granted I did a lot of research and found a PC that had exactly what I wanted as far as CPU, GPU, and RAM.
Since you said you don't want to turn down your settings in WoW, I don't know of any other changes that you can make in the WTF file.
Off to my communications class, I'll check back in a couple hours, see if I can help any more.

Wow...i really need to learn to stop posting before i have my coffee in the morning. My brain didnt even register the 7770hd because of the AMD in front. That being said.
I know there are a large number of posts around the web about people with AMD/ATI Radeon Graphics cards having issues with warcraft. Some say its a drivers issue, some say its a card issue.
However, from what you said about it running at 100% CPU usage, it sounds like a processor issue. When you pull up your SRM, does it show all 4 cores running or less? I have seen processors start to go bad and cause all kinds of funky issues that point elsewhere until it finally kicks the bucket.
