That's not intended, they should be displaying like
Light of Dawn. I'll have a dev look into it.

I'm unsure if spells that don't use a fixed base heal/dmg should have a slider, probably not, but if they are here is an example of one that is broken.
Hammer of the RighteousAbilities like Hammer of the Righteous are the same at all levels, so a slider wouldn't really add anything. The slider is only for items/abilities that scale per level, so that people can see their effect/stats for their respective level, and not just at level 90.

I've researched this issue a bit, here are my findings.
The following spells have no level scaling in the data, so they never scale by level in-game:

Tranquility may not scale, but it triggers
which does scale.
If there is a scaling effect, the amount is linked to the spell's effects (the things listed in the "Effect" box under spell details). For these spells, they're marked as scaling, but the effects don't say how much, so we can't say:
These spells technically scale, or at least they have all the required scaling data on the effects, but the tooltip doesn't actually have anything to scale. My guess is that the tooltip changed between patches, and the spell scaled before, but no longer does.
- Power Word: Barrier The tooltip just has a percentage as its only number.. checked tooltip in-game, doesn't appear to scale.
- In-game, the holy damage reported is simply SP * 0.91, regardless of level.
Finally,
should probably have the level slider. However, the scaling params in the tooltip are irregular somehow. I tried to link the spell in-game on various characters and work out how the scaling amount works, but it was inconsistent. I'll keep looking and maybe figure something out on it, but since it's a single weird spell, it might not be solved.
