My guild is looking for a sustained DPS of 40k to be on raid team. Try as I might the best I can do is 18k - 20k. Level 90 item level 458/458. Have as much crit mast and haste as I can get on my gear. I am using all my damage spells. Is there something I don't know or any suggestions to get my DPS to 40k+?

I'd recommend losing the intellect gear and replace it with strength based ones. Use a strength (or hit/exp) gem in your belt instead of stamina (you don't need the socket bonus). Also replace the tanking trinket for one of the quest trinkets that is more usefull to ret, i.e. one that offers haste with a usefull proc (mastery/crit). A tiger card would be even sweeter, but I don't know if that is within your budget.
And as above poster mentioned, you should try to cap hit/expertise first, because that's a sure way to increase your dps. The goal is 7,5% for each. Start with reforging crit to hit. If the item already has hit and mastery, I'd reforge mastery to expertise.
It's a shame you picked the tanking ring as a reward for hitting exalted with the Klaxxi. The dps one is perfectly itemized for ret with it's nice chunks of haste and expertise.
Enchanting will also help, even if you don't go for the most expensive ones right away and save them for when you get higher ilvl gear. But every little bit helps :)

Thanks for the advice I will try that. I have been trying to get better trinkets for a while but they are rediculously expensive in my realm.

I'll add a few more notes. I assume this is your main toon, your money maker with two gathering professions. Skinning is one of the worst for Rets, as it gives a Crit boost. When 5.2 comes out, there was a huge revamp of Blacksmithing, I would suggest Mining/BS for 2 additional gem slots (for 320 haste or haste/hit haste/expertise).
Divine Purpose as a T5 talent seems to contribute less to DPS, it adds more random damage on top of Art of War. Sanctified Wrath will help your wings more.
When you get a 463(+8) Heroic weapon, it should have hit/expertise/haste/mastery/crit on it. Those secondary stats will contribute more than you think, especially towards caps.
Those trinkets are pretty atrocious, as I'm sure you know :). Use dungeon journals to find those trinkets and run those nonrandom heroics every day.
More Expertise, I suggest reforging all crit and mastery (some haste too if needed). 7.5%.
Finally, if your rotation/priority system still leaves you low, download the addon clcret, which will help you with Inquisition management, and teach you which move you should use (before other attacks). With this addon, Glyph of Inquisition MUST GO. :) Replace with Glyph of Templar's verdict.
Farm a LOT of Ghost Iron ore, for Blacksmithing revamp.

Get rid of the INT and Tank gear as well as the PvP gear. Reforge to hit cap then stack haste once ur hit capped. Get str gems
PvP gear is fine as long as there is no higher ilvl pve gear available; simply put, pvp secondary stats don't detract from from the rest of the stats - they are free, so its better than ilvl 450 which is what you can get from crafting etc.

isn't available from the JP vendors, it's only purchasable from the Operation: Shieldwall quartermaster and is probably your best option for a JP trinket. Make sure to use it along with your other CDs when possible and whenever it comes off cool down otherwise. It may be more convenient to macro it in with other abilities, like avenging wrath, but that can make it harder keep track of. CLC ret has a built in ability/item tracker if you don't have another add on for that.

I run 50% pvp gear and always am above 50K. I would suggest to do the dailies with the golden lotust, Klaxxi and shadopan. you can get good gear at revered and like mentioned get glyph of templers verdict since tv is your main damage dealer
