The reason Blizzard went with the new system is because everyone moaned about there being no real "choices" when it came to the talent system. You took the cookie cutter builds if you wanted to do the best in your role.
Just glancing at your proposed idea, its the same situation. You take the things you must to get the most dps and you live with it...at least with the new system, I can have flavor to my character...is he greedy and only wants to help himself, or does he share the love and help the raid ....
Etc

The new system works great.. the old system was pointless. The new system adds all the core abilities that your class needs. Then adds other stuff that you can pick & choose... Your system will not improve over what we already have.. sorry to say.
Simple it might seem, but we do get more choices how it stands at the minute, without having a stupid spec that doesn't work. All the people that tried hybrid spec's.. the only time they worked was when it wasn't intended, then Blizzard fixed it.. so you ended up playing sub-par or use Cookie cutter builds.
I think Blizzard should spend time finishing the new character models (for old races) , then work over a talent system that does actually work.
