Because it was impossible to balance.
I know how you feel, because I love Frost a lot more than I ever could Blood. But you just can't balance 3 specs to be both damage and tank at the same time.
I just find it curious why you think a "easy 4 spell tank" is such a laugh at blood. Frost didn't have that many more spells in their main priority. In fact, the moment there were more than one mob, you instantly reverted to HBHBHBHBHBHBHBHBHBHBHBHBHBHBHBHB->Win

I tanked whole Wotlk as Unholy. I'd just pop DnD, spread diseases and go afk.

Blood was actually the one spec that required some semblance of thought back in Wrath. Which was generally not really as much "thought", as it was "spam your hp steal/regen spells all the time".
But yeah, it just proves what was wrong with DKs back in Wrath. They were unbalanced, because that had horrendously insane survival, while doing just as much damage, if not more, than almost everyone else. Oh, and they had massive counter-magic potential, especially as Unholy, which made them nigh-impossible to kill for casters. Short CD interrupt, short CD AMS, AMF and a 1 minute cooldown silence. If you died to a caster with that setup, you had absolutely no idea what you were doing.

You forgot that HB costed back then much more runic power then now. And I ment is was great against caster couse of Frost huge amount of resistanse. Well Frost died much faster against melees then Warrior but Warrior died faster against caster then Frost dk.
Not really. HB was impossibly strong back then, so its cost never felt that terrible. I know it was more expensive to use, but that didn't stop it from being one of the strongest, if not the strongest, AoE spell in the game.
I still remember HB tanking all of Outland because... I could. Not because it was the easiest way to do, not because I was lazy... but because I wanted to see if it was possible. And it was.

I thought Unholy was the spell tank in wotlk, cause it's tree had AMZ and the buffed up version of AMS.

It was.

While it is true that Unholy was a lot better at spell-tanking, Frost had a passive spell-resist buff, that increased all resistance by quite a significant margin, that also stacked with all other resist-buffs.
It didn't off-set the Unholy perks of AMS and AMZ, but it made them miles better than Blood. Really, Blood only had their healing to make them viable in the first place. All their awesome talents were available to the other two specs as well.
