Active means "having an active subscription" = paying. Inactive means you have paid for that account in the past, but let your subscription lapse.
Though, reading your post again, it sounds like you have an account your paid for in the past, but then made a trial account under the same BNet account to try MoP? That would not render your full account ineligible, no. In this regard they are indeed completely different accounts.

No, Smarty seems to have used the 10-day trial option available to any player with an account to test out MoP - I imagine s/he used the trial on their main account, so we're only looking at one account in total.
As far as eligibility, I really don't know. I think Nulgar's right, that the active subscription means you have to be paying, so Smarty's account is still eligible for an SoR - but I'm not positive.

Using a 10 day trial does make
that World of Warcraft account
ineligible to use a Scroll of Resurrection. If you did use a 10 day trial, rather than creating a trial 'account', then you can contact their customer support and they should be able to help you out.
In a situation like this they can help you.
