I don't really pvp, but I have read a little about it...
most people agree that TG is better than SMF (in pvp reversed in pve)
my understanding is this is due to better gear
1 pvp twohander, 1 pve.
Have pocket healers and dispellers.
(I think the pve weapon will have more dps to make up for less pvp power?)

Pvp power from second weapon doesnt stack so there is no point in going 2 pvp weapons.
It will have more stats/dps and you can spend your conquest somewhere else.

I hadn't thought about that - but I guess it makes sense. 2H PvP weapons have more PvP power than 1H, and if you're wielding 2 of them stacking PvP power it's totally OP (you could have more than any other class/spec), so they programmed it so the OH doesn't stack PvP power. And in that case it's definitely right to use a PvE OH since there's zero reason to waste your points on an OH with no PvP power.
A least it's better than prior expansions in which Arms was the only PvP choice.
