Rotation? Honestly, 20k is really bad, people were doing that kind of DPS at the end of Wrath. No amount of gear or reforging is going to bring you up to where you should be (somewhere around 50k is fair to expect of someone in full blues, 60k is better.) I suggest you investigate more into your spec and it's rotation, and figure out where you're going wrong. You'll see a far larger increase in your DPS working on that first before you even worry about your gear.

Boomkin can easily do great in MoP.
I was Healer / Boomkin and can easily top off the chart, especially in LFR.
It's either your stats or your rotation, you are doing something wrong because the class is fine.

I went to go take a look and pulled up the armory and the ask mr robot. I got a mixture of agi and int gear since you off spec is feral i am assuming you were playing around with your gear. If you could switch the gear back and send me a reply i will check it out and go over it there is some changes that could be changed to increase your dps from the int gear i can see right now.

It was recently changed that 1 expertise = 1 spell hit
From what I am reading here you seem to know about your rotation and such. All we can really conclude without seeing any logs is that you dont seem to be using every global cooldown or not using your cooldowns (at all?).
So i'll ask you this question: Are you clicking?
(Please keep in mind that I know that very good clickers exist, but truth is that if you are not good at it you will be wasting a lot of time looking for your spells.) Maybe your ui is really screwed up and you cannot identify if your dots have run out or something.
In a 5 man where you want to dot things up a LOT you will waste so much time/dps by clicking on the nameplate and then clicking the dot and then clicking on another nameplate and then clicking your dot and then... you see what i mean.
That is the only thing I can really see making a lvl 90 put out such awfully low numbers.
Maybe I am wrong but in order for us to help you, you need to give us some more information. Gear is not everything. If you can get some logs it would help immensely.

No, that only applies to spellcasters that are not Shadow Priests or Balance Druids as a mechanism to allow other classes to "double dip" as druids and spriests do by being able to reforge into spirit for more hit on something that has hit already. It absolutely does not apply to either class.
The stat priority is Intellect > Hit|Spr (to 15% cap) > Haste (to closest breakpoint) > Crit > Mastery > Haste
Haste is really meh unless you can reach the second breakpoint at 5273 haste.

Elemental shamans have the spirit-to-hit conversion as well.
@OP: also try to use Astral Communion to make sure you're close to an eclipse before a boss is pulled (preferably lunar eclipse I believe).

The short answer here is that Boomkins are
capable
of good DPS, but they require near perfect coordination of spells and cooldowns to get there. Much like Ret pally's and Affliction warlocks have been in the past.
i would venture to say Boomkin is probably the most difficult class/spec to play properly right now.

Just a couple of little things I noticed:
- Your haste is currently sitting at 5140. The next haste cap is actually 5273, so you're painfully close. The easiest way to sort that is probably change your boot enchant from Panda's Step to Haste. You have the Feline Swiftness talent so you should be quick enough :P

It is your new best friend.
- As someone touched upon earlier, you want to use Astral Communion three times before the pull, cutting the channel near the end of the third cast at the point where you are 25 energy away from proccing lunar eclipse. Make sure your fed, flasked, and fully buffed. Just before the pull, pop a potion. Then on the pull:
- Starfall
- Wrath <Lunar Eclispe procs, starfall resets>
- Cast Incarnation: Chosen of Elune and Nature's Vigil (both 30 sec buffs, mine are macro'd together)
- Apply Moonfire and Sunfire
- Cast Starfire once <Starfall falls off around now>
- Cast Starfall
- Cast Starfire until you reach 0 Lunar Energy
- Cast Celestial Alignment (You should have around 14 seconds on all three buffs simultaneously running)
- Reapply EITHER Moonfire or Starfire (using one will apply both DoTs thanks to Celestial Alignment)
- Starfire until Starfall runs out
- Starfall (cooldown will have been reset by Celestial Alignment)
- Starfire until about 1sec left of your three buffs left, then reapply a DoT (both DoTs will refresh)
- Starfire until you reach Solar Eclipse. Reapply DoTs as required then switch to Wrath as you're in Solar. Rinse and repeat Wrath/Starfire (depending on energy) and applying DoTs until your cooldowns are up and basically repeat the above. This is a very basic version, enough to get you going. I know it is a hell of a lot to get your head around, but the only way you will is practise - Have a go on dummies until you feel you have got your head around the basic rotation, then try a heroic.
- Even though they're not DPS increases, you may find the Glyph of Rebirth and Glyph of Stampede more useful to you than Glyph of Hurricane and Glyph of Solar Beam (I know they're interchangable, just saying)
- A couple of items which have Mastery as a main stat, if you can find anything else or other stuff drops (ie: Spirit/Crit cloak from Raid finder - just an example), don't pass up on it - get rid of that Mastery! :P

the above post describes an opening rotation quite well.
I will quickly share the info that helped me most with this class spec was a brief conversation someone reminded me that
3 spells will move your balance power bar sun/moon thingy
wrath
starfire
starsurge
casting starsurge every time it was off cd instead of the other 2 helped immensely.
in addition, the post above describes using your additional talents/cd perfectly, without those, your average DPS #'s will suffer.
the rotation can accurately be described as simple, as compared to the other classes I have played, however, it is not simple to master, and is very unforgiving.
I still don't dps as high as I do with my other classes, fury / beast master, however, the balance druid can in fact, 'hold their own' don't let some jerk in lfr discourage you.. Druid is a very fun class to play.
