Resto is my offspec. And after doing a little research leaves my puzzled as to where to go with for stats.

Is my toon with his gear on. And I understand the 916 haste for the first extra tick. But after that I'm lost as to where to reforge to on my gear. I'm thinking Spirit for Peices that doesn't have it and mastery for the gear that has Spirit but not Mastery but I'm not really sure. So any help will be greatful.

The secondary stats all have their pros and cons. It depends on what kind of build you use.
If you use a Telluric Current build, you can also use Haste and Crit to make LB hit harder and return more mana. Since you don't use it, then you don't have to worry to much about that. But those stats still have things to offer.
Spirit will determine how much mana regen you'll have. At a starting level, like you are at, get plenty of spirit so you have enough mana. Once you get comfortable you can use less, I believe I was at like 2400 spirit or something. Maybe it was 2600.
Haste will let you cast your spells faster as well as the extra ticks on the hots you have. But it also means you'll use more mana because you'll be using spells faster.
Crit gives you back some mana thanks to Resurgence. But it isn't much of a reliable stat so it is hard to judge how much is good enough.
Mastery is an all around good stat. It'll restore more health the lower the target's health is. The best point for the target's health to be around is something like 30%. Higher than that and you don't heal as much, lower and you'll heal more but have the chance they can take to much damage before you can heal.
Overall, the best thing is to play around with your stats and figure out what works best for you.

it's not clear cut like some other classes & specs. the best thing you can do is try reforging a couple different ways and try it.
crit is good for regen if you use TC a lot for mana return. otherwise, it's probably the weakest stat. with regards to resto stats, here's my thinking:

int > spirit > haste > mastery >> crit
as far as i'm concerned, you can't have too much spirit. yes, on easy/farm fights i finish with a lot of mana, but so what? on those fights, more throughput isn't going to matter anyway. on difficult/progression fights, i almost never run into situations where people die because i didn't have enough throughput. it's much more common that i go OOM because i had to dump my mana bar keeping the raid up. therefore, more spirit = faster regen after bad stuff happens, and as a bonus it helps my co-healers via mana tide. i have ~3300 unbuffed, which is > 4000 in combat.
between haste and mastery, i've tried both extensively and both are good. however, my healing style favors haste. mastery is great when people are low, but does very little for you otherwise. i actually found myself delaying heals so they'd get more of a boost :/ with haste, it helps always on every heal. the haste breakpoints are fine, but don't get caught up in that. remember that haste doesn't have breakpoints on GHW or CH, and those are powerful spells. people say that more haste means you spend more mana, but i also find that more haste gives me more free GCD to cast lightning bolts for mana return (love hagara's feedback after lightning).
mastery is nice, but better for raid healing than tank healing. tanks are getting back to where they were in ICC - either full or soon to be dead. if you're tank healing, it's rare that the tank is low often enough to take advantage of your mastery. it's better for raid healing, but i think from a pure throughput point of view, haste is still going to win. more casts > bigger heals sometimes, imo.
i've never actually tried a crit build so i won't bash it too much, but i can't see it being an attractive stat. unreliable buffs/procs/boosts just don't appeal to me a whole lot.
