If adding those 2 (weapon and off-hand) will push your healing up that much, then I really do suggest going for it.

I agree with the 2 set bonus. However, these will be replaceable. If you have honor banked up, don't use it on expensive stuff that will be replaced later. If you want the 2 set bonus, I recomend shoulders and chest. The mace and reprieve do have very good +heals bonuses, yes. But you should be getting into arena and earning points there as well. I would recomend getting all your vindicator's pieces and veterans ring first. Being resto, earn some rep with lower city and get your prayer book. Also get your medalion as soon as possible. +resil and 2 min cd dispell any cc is a major benefit and a must for PVP, especially as a healer. You will be cc'd the most. The vengeful head and legs are usually the most useful, so wait off on the s1 gear for those 2 for last. S3 first buys are usually the gloves/head (gloves being the cheapest, and head having the meta and great stats), so mind that as well, and I don't know about druid(so check for the best stat bonus from the gear you have), but for pally the s1 legs suck, so I didn't bother getting them due to the extra heals from my blue legs in normal instances... You can acquire the vindicator's gear really fast, but they may do the least to your +heals stats. However, you won't be replacing them ANY time soon. So I recomend those for first buys(possibly second to the 2 set bonus) along with the trinkets. The medalion, or insignia for the lower cost, should be one of the first things you get tho.
If your main problem is your +heals, go for the mace with +81 heals enchant. It is a major help, but essence focuser will do just as well with a little less +heals. And I don't know about the off hand here either. These would be things you want to ask a resto druid...
