For the
most part
, attack power as
an equipable stat
doesn't exist anymore. For leveling, it would be agility > hit > expertise > crit >=haste. Actually thinking about it, for leveling the stat weights don't change much in terms of value. You just don't need as much +hit and expertise as you'd need at 85. You won't find mastery until Cata content, it's the best secondary stat after you have enough +hit and expertise.
Resto is about right, people are still figuring out which is worth more, crit or haste. That discussion is really for endgame though. For leveling, you'll want both.

Your heirlooms are a mix of caster & melee... you've got the caster head/chest/trinket, and the melee weapons, and you're using them in a melee spec.
edit:
reread the post, noticed your comment about your Hunter.
I'd toss the chest and shoulder over, as well as the other trinket for good measure. The Champion's heirlooms are Hunter/Enhancement Shaman gear, while the Elements is Restoration/Elemental Shaman gear.
side note: I was using the leather melee DPS on my Hunter/Shaman, so you really just want the heirlooms with AGI/AP/Crit what have you.
edit #2:
While leveling, its quite easy to maintain a decent amout of +hit... +expertise is going to be a bit harder to find before Northrend though, so I wouldn't worry about it until then... if you can get some, get it... but don't sacrifice too much to do so.

Modern (4.0.1) enhance gets as much spellpwer from agility as they do from intellect (1 agility = 2 AP, mental quickness turns half your AP into SP), and you regenerate mana with melee hits. In fact, as enhance if you are ever running low on mana, you are playing it in an odd fashion (standing back and throwing lightning bolts or something).
While leveling, whatever hit you can pick up easily is nice to get, but don't go out of your way to stack it (i.e. don't take a piece of gear with Int and Hit just because it has some hit--better to go with straight Agility in that case). There is no such thing as too much agility, so it is never, ever, a bad choice, just that sometimes hit or experience will be better, depending on how much agility you are giving up for them.

No, I've not had any mana issues. This is my first melee attempt so running up and whacking something is strange right now. Although I like it. Too much. Do I need counseling? (grin)
I keep the shield up, have frost on one mace and flame on the other. I lightning to bring them to me then earth shock. Usually one whack of stormstrike and lavalash and they are being looted.
Enhancement Shaman don't have mana problems because of two passive spells you get when you choose to be Enhancement:
&
. The only time you'll be having mana problems is if you're chain healing/casting for some reason or another.
