Nope, as just like 'intact' Gilneas, it's all phased.

Nope, there is no way right now to go to Kezan or the Lost Isles by non-goblins or goblins that had already completed their starting experience.

I haven't tried it, but there's one possibility to get there. When you first go to Deepholm the Earthen Rings sends you to the rock where Thrall's hanging out above the Maelstrom. The Maelstrom is technically in the same "zone" as Kezan and the Lost Isles according to the world map. You might possibly be able to fly to them from that little rock I have no idea how much fatigue water you'd have to cross, of if they'd even actually be there when you arrived (Tol Barad doesn't actually exist, if you fly to it there's just open ocean) but it's one possibility to see these areas for non-goblins.

Also, just like the Worgen and DK zones, Kezan/Lost Isles takes in its own part of the timeline. I imagine the events on Kezan take place shortly after Deathwing breaks free into Azeroth. Lost Isles takes place after Kezan but before Thrall arrives at the Maelstrom. For the main part of Azeroth, Thrall is already at the Maelstrom and working his Shaman mojo.

this is false you can't fly while on the maelstrom, and even if you could you can't leave the rock where thrall is standing on. I know cuz I tried jumping off taht rock and met an invisible wall.
last but not least, Kezan isn't on the same "zone" as maelstrom. Do this experiment to confirm it:
make a goblin and log out. log back in. loading screen: Kalimdor.
get a toon to 82 to get to deepholm, get sent to maelstrom. Log off. Log back in. Loading Screen: Customized screen with a dwarf on a griphon (placeholder, will be replaced with a customized loading screen at some future patch)
there are 7 "worlds" in wow. Eastern Kingdoms, Kalimdor, Outland, Northrend, Deepholm, Tol barad, and Maelstrom. (note that when I say "world" I mean world-server, such as how quel'thalas and quel'danas are located in the "outland" world rather than the Eastern Kingdom world)

You can't use flying mounts in the maelstrom anyway, and jumping into the water will kill you.
