So... after reading some blue posts...
Is Vezax Tyr?
What makes you think that Tyr doesn't have a room? Or that you haven't actually fought him? Old Gods and their corruption... I'm just sayin...
It would be pretty strange to think that the area before Yogg Saron's prison has always been a twisted, corrupt temple dedicated to the praise of an Old God. Clearly - in *happier* times - there must have been a final arbiter. A jailor of sorts.
Maybe Vezax ate him!

I saw that too, and the answer is: We'll never know. He doesn't seem to be. He may have somehow been transformed, but we just don't know. There's no quests that indicate it, or any other lore that would suggest it, just a CM's hint. There's a good chance he was jsut screwing with us.

Okay, I feel somewhat prepared.
Let us assume Tyr became General Vezax.
Now, let's toss some facts in before we start speculating:
Yogg-Saron successfully corrupted every single Watcher but Tyr, the Keeper of Order. This generally means two things - the Old God managed to corrupt Tyr as well, and we just didn't know about it; or Tyr got away somehow somewhere sometime (which would make sense, because by being infused by
Order
itself, he would be the hardest Watcher to convert).
General Vezax drops a retarded number of items that make reference to suffering, despair and light/hope/positiveness/goodness. Namely:
Aesuga, Hand of the Ardent Champion
,
Flare of the Heavens
,
Handwraps of the Vigilant
(Vigilant --> Watcher, Keeper?),
Hoperender
,
Vestments of the Piercing Light
,
Pendant of Endless Despair
,
Gauntlets of the Wretched
,
Belt of Clinging Hope
,
Lotrafen, Spear of the Damned
,
Metallic Loop of the Sufferer
,
Libram of the Sacred Shield
(although this one might be too much of a stretch),
Scepter of Lost Souls
. His abilities also follow the same pattern.
We know that all of the Watchers have their archetypes coming from the Norse mythology. Thorim - Thor (thunder), Hodir - Hod (winter), Mimiron - Mim (wisdom, knowledge), and Freya - Freja (life). Norse god and Watcher match perfectly. Tyr is a weird one though - he is the Watcher of Order, but the God of War and Justice in the myths. However the rank of "general" looks fitting for somebody whose element is War...
Valnoth mentions something about a last Watcher, a judge, a jailor, positioned close to Yogg-Saron, so he can... you know... do what jailors do. Judge - Justice - Tyr?
The decoration of the rooms is not something a Faceless One would create. It's clearly something from before, from when Ulduar wasn't as dark of a place as it is now.
The Observation Ring, patrolled by Auriaya, leads to the sanctuaries of each of the Watchers... and to Vezax's chambers.
This and all of the others tiny bits of information here and there lead me to the following theory. Keep in mind, all of this is based on the assumption that Vezax is Tyr - I am taking that for true, and putting the other pieces of the puzzle together. In other words, Tyr being Vezax would explain many things, but those many things by themselves are not evidence for the assumption.
When the Titans imprisoned Yogg-Saron deep underneath Ulduar, six Watchers were chosen. Their duty was to be eternal keepers of the Old God, which is why they not only had their own sacred and empowered temples in vicinity of Ulduar, but also had Halls in the actual complex. Hodir resided in the Halls of Winter, Thorim - in the Clash of Thunder, Freya - in the Observatory of Life, and Mimiron - in the Halls of Ingenuity. Loken appears to have taken the Halls of Lightning, a much vaster complex, compared to the others', but he was also the Prime Designate, it would make sense for him to be above the rest.
Clearly Tyr's halls must be somewhere in Ulduar, on par with the other Watchers'. And as Tyr was the final judge and jailor of the Old God, his halls were immediately next to the very prison. Closest to Yogg-Saron's maddening whispers.
After some time Tyr fell to the ancient corruption. Doubtless by end he was more than a little
desperate
and
suffered
a great deal. When corruption finally took him, he was changed into his complete opposite - from create of order, light and hope, to one of chaos, shadow and despair. Perhaps he fought - perhaps that is why most of the Descend to Madness is in such poor condition. Or perhaps in his madness, or pain, or suffering, he thrashed left and right, bring the once beautiful halls to what they are now.
Likely Loken's fall and betrayal came soon after. Without the Watcher of Order, the one whom I believe had the greater will and sanity, Yogg-Saron's power was unleashed. Without Tyr to stop the madness - or even worse, with him helping it now - Loken had no accurate judgement of the Old God's influence. He probably fell without even realizing it. The others came soon after.

Looks more like a statue... sorry Argent, it was well thought out and well planned, but the idea that a Titan could de-evolve into a Faceless one? That's really freaky, even for Warcraft.

Myth
The name of this city comes from Nordic mythology. Týr is a god of justice who had his hand bitten off by the wolf Fenrir. (There is also a Fenris Isle in Silverpine Forest as well as a boss in Shadowfang Keep named Fenrus and is a worg, therefore being relevant to the Nordic mythology). As he is a god, the name of the city could be translated to "God's Hand". (this is even more accurate since the name Tyr actually means God in Icelandic as well as in ancient Nordic).
This could also be a reference to the D&D god Tyr.

In Northrend, it is revealed that there is a titan Watcher named Tyr, and his baliwick is the Temple of Order in the Storm Peaks.
